當前，我國科技創(chuàng)新快速發(fā)展，面臨的科技倫理挑戰(zhàn)日益增多。近日，中共中央辦公廳、國務院辦公廳印發(fā)了《關于加強科技倫理治理的意見》。

【知識點】

科技倫理是開展科學研究、技術開發(fā)等科技活動需要遵循的價值理念和行為規(guī)范，是促進科技事業(yè)健康發(fā)展的重要保障。

《關于加強科技倫理治理的意見》明確了科技倫理原則，即增進人類福祉、尊重生命權利、堅持公平公正、合理控制風險、保持公開透明?！兑庖姟诽岢鲆∪萍紓惱碇卫眢w制，具體為：完善政府科技倫理管理體制，壓實創(chuàng)新主體科技倫理管理主體責任，發(fā)揮科技類社會團體的作用，引導科技人員自覺遵守科技倫理要求。《意見》同時提出要通過制定完善科技倫理規(guī)范和標準，建立科技倫理審查和監(jiān)管制度，提高科技倫理治理法治化水平，加強科技倫理理論研究，來加強科技倫理治理制度保障。此外，《意見》還提出強化科技倫理審查和監(jiān)管深和深入開展科技倫理教育和宣傳。

嚴格科研項目倫理審查和科學家道德教育。要促進生物技術健康發(fā)展，在尊重科學、嚴格監(jiān)管、依法依規(guī)、確保安全的前提下，有序推進生物育種、生物制藥等領域產業(yè)化應用。
